This top sheet cutter by OLFA is a high quality tool made to cut just the top sheet. If you need to cut materials out of a book/leaflet you can do so without damaging any other layers, the perfect solutions to making scrapbooks and crafts! It can be adjusted to cut thin paper to thicker materials whilst preserving any layers underneath. 

TIP - When cutting thin materials like a newspaper sheet, move the adjuster towards the MIN sign. When cutting thicker materials, just move the slider towards the MAX sign.
